Requirements for the Universal Health Plan Governance Board

With the passage of SB 1089, a governance board will be established to create a plan for universal health care in Oregon. The requirements for board membership is as follows:

  • #1 The very first requirement for board membership from SB 1089

“... consisting of nine members appointed by the Governor who must:

(a) Support the objective of the board described in section 2 (2) of this 2023 Act;

(b) Support the values and principles expressed in section 2 (3)(a) and (b) of this 2023 Act;”

Note especially that this includes the following objectives from section 2 (2) - 

“(e) Removing cost as a barrier to accessing health care;

(f) Removing any financial incentive for a health care practitioner to provide care to one patient rather than another;”

  • Represent a variety of health care professionals and community perspectives, including 

    • Experience as enrollees in the state medical assistance program or Medicare and

    • Experience being uninsured 

  • Five members must have expertise in:

    • health care delivery

    • health care finance

    • healthcare operations or 

    • public administration; and

  • Four members must be focused on public engagement.
